Dear City Council members and Hotline followers,

I am writing to provide additional detail on item 3C on your January 19 consent agenda, which is the consideration of a motion to approve former Mayor Matt Applebaum's appointment to the ICLEI Local Governments for Sustainability USA board as the city's representative.

As brief background, Matt has been a highly effective member of the ICLEI USA Board of Directors<https://icleiusa.org/about/board/> since 2015. In addition, Matt is the chair of the ICLEI North American Regional Executive Committee or RexCom.  The request before council is to appoint Matt to the ICLEI USA Board for another two-year period.

While this consent item is not directly related to ICLEI's activities and Boulder's ongoing benefits from its membership, I thought some brief context might be helpful. ICLEI - Local Governments for Sustainability<https://icleiusa.org/>, was founded in 1990 as the International Council for Local Environmental Initiatives and is regarded as the world's leading network of local and regional governments committed to sustainable development. ICLEI has grown to more than 1,750 local and regional governments of all sizes working in more than 100 countries on nearly 200 active sustainability projects.

ICLEI provides essential support for local communities on climate and sustainability.  To help cities, towns, and counties create more sustainable communities, ICLEI provides a network to other local governments, frameworks for accelerating community-based work in a collaborative way, and technical tools like the leading online software platform for completing greenhouse gas inventories, forecasts, climate action plans, and monitoring at the community-wide or government-operations scales.

Boulder has been a member of ICLEI for many years and continues to use the ClearPath emissions reporting protocol<https://icleiusa.org/clearpath/> from ICLEI for its emission inventories.  City staff regularly collaborate with other cities through the ICLEI network of committed cities to accelerate and strengthen their own climate efforts. Boulder has also taken advantage of a dedicated ICLEI technical advisor who serves as our go-to resource for greenhouse gas emissions management, sustainability and climate planning, and peer-city collaboration.

While Boulder engages with many climate and sustainability-related networks, ICLEI is the largest and most comprehensive. I'm happy to answer any questions council has about Boulder's membership with ICLEI and the services they continue to provide.
