[BoulderCouncilHotline] Even year elections

Hello colleagues, staff, and community members,

At tomorrow's meeting, we will be discussing possible ballot options for moving municipal elections to even years. Only 2 options seem viable, and one question I hope staff can answer tomorrow is: may we present voters with the 2 options? For example, could we have a threshold ballot item that asks voters, "Do you want to move City of Boulder elections to even years?" And then next ballot question(s) could ask: if the threshold ballot item garners sufficient support, would voters prefer the option A timeline vs. the option B timeline as the method for doing so.

Given that council members could be personally impacted by the method chosen, it seems like a potentially better path to remove ourselves from making this decision.
