Dear Council Members and Hotline followers,

I am writing regarding last Thursday’s City Council meeting and a council member who had questions about the South Boulder Creek Flood mitigation project and CU development impacts to wetlands at CU South. Questions were as follows:


  1.  Question - Clarification requested for CU development and city flood project impacts to wetlands.
Staff Response – The university’s wetland impact potential is described in response to the third question below. The flood mitigation project is just beginning the 60% design and is subject to change, but the current estimate of wetland impacts is 5.9 acres of temporary impacts, 6.2 acres of permanent impacts for a total of 12.1 acres. We expect to be able to fully mitigate the impacts in the area designated Open Space Other, which is currently owned by the university but will transfer to the city upon certain conditions of the annexation agreement<https://bouldercolorado.gov/media/4315/download?inline> being met.


  1.  Clarification requested as to whether the university would be required to mitigate wetland impacts.
Staff Response – The university will be required to comply with local, state and federal permit requirements to mitigate any wetland impacts created by its development plans as stated in Section II, Paragraph 22 titled “Open Space Zone” on page 23 of the annexation agreement.


  1.  Question - Clarification related to public comment statement that may have been implied that the university’s entire development footprint would be on wetlands.
Staff Response - Two figures are included below. The first show’s the university’s developable area in blue. The right third of the second figure shows the location of mapped wetlands in pink. Most of the developable area is not on wetlands.
