[BoulderCouncilHotline] Item 3D Proposed 2022 Policy Statement

Dear Colleagues and Community,

We have received some emails today from representatives of the Cannabis industry expressing concern and providing suggestions for the language in policy 52f.

As you may recall, staff had removed the statement and council added it back in recognition of the bill passed during the 2021 legislative session. The act requires the Colorado school of public health to do a systematic review of the scientific research related to the possible physical and mental health effects of high-potency THC marijuana and concentrates using only funding provided by the general assembly.

In an effort to align the 2022 policy statement with the aforementioned bill, the deleted statement was added back in. I would like to propose the following two options for council's consideration:

THC Levels – Regulating high potency THC marijuana products (e.g. shatter & wax) so as to protect youth by creating limits on its production potency as supported by outcomes of research, messaging and marketing and by increasing education on the dangers of such products on youth;…

OR

THC Levels – Regulating high potency THC marijuana products (e.g. shatter & wax) so as to protect youth by exploring the creation of limits on its production potency as supported by consensus outcomes of the systematic review of scientific research, messaging and marketing and by increasing education on the dangers of such products on youth;…

The latter language attempts to address concerns of some industry members that this effort at the state level would eventually shut down their businesses. This is not the intent of this policy statement.
