Subject: Council retreat suggestions

Dear Council Members,
I’ve focused on three suggestions. Although a small amount of staff time may be involved, with the possible exception of rearranging budget process timings and presentations, the other two items will have workable templates in other cities that can be drawn upon, if the Council indicates sufficient interest, so other work items need not be cut. Indeed, if the Council retains personal assistants and adopts Bob’s suggestions for study sessions, more time may open up!
