Hi Lisa,
Correct, the sidewalk would not be continuous. It would be interrupted for the width of 2020 Violet (about 140'). The subject property has an out of city utility permit from the 1970's. 

The request is to return 10' of ROW to two properties only - 1917 Upland and 2100 Violet. Returning the 10' of right-of-way would make the properties slightly larger and could potentially allow for slightly larger structures. The recent Site Review at 2100 Violet was approved for six single-family detached homes at 2100 Violet with a 15' setback where 25' is required. There are no current or pending approvals on 1917 Upland. Please let me know if you have additional questions.

So am I correct in saying that the sidewalk will not be continuous on the north side of Vine between 19 and 22nd. Also is the residence at 2020 Violet connected to city sewer and water although it is not annexed?

Please refresh my memory regarding the setbacks on the newly re annexed properties.  Do these properties have the standard 25' setback that all the other residences in this zone have or did the developer ask for a 15' build to line?  If council approves the request to vacate a 10' ROW, don't all the residential structures receive an additional 10' x width of lot to add onto these structures thereby making the houses larger?
