Dear Council,

This morning I learned that City Council would like further clarification on the Boulder County Regional Housing Partnership (BCRHP) IGA, that will be discussed tomorrow night on consent. The IGA, a two-year agreement, will establish the financial governance and structure of the BCRHP.

In September 2017, elected officials and leaders from across Boulder County attended the first annual Boulder County Affordable Housing Summit where the Regional Housing Strategy was introduced and discussed. Since then nine jurisdictions from across Boulder County, including the city of Boulder, have adopted resolutions supporting the work of the BCRHP and implementation of the Strategy. A multi-jurisdictional collaboration, the BCRHP is committed to expanding access to diverse housing options across the Boulder region.

To pursue the work of the BCRHP in terms of personnel and programmatic costs, financial and staffing resources (financial and in-kind contributions) have been committed as reflected in the following table:

Per the IGA and the corresponding governance charter, as a multi-jurisdictional collaboration, the BCRHP will be supported by several committees and teams. The proposed structure will be comprised of representatives from jurisdictions with an adopted resolution supporting the work of the BCRHP. The structure includes two specific bodies where City Council and the Housing Advisory Board can participate:


  *   Partnership Champions will exercise political will, advocacy and leadership to meet the goals of the Strategy. Each participating jurisdiction will appoint one or two elected officials.
  *   Housing Interest Group incorporates key stakeholder perspectives and expertise to inform the implementation of the Strategy. The group will consist of local (non-elected) leaders, agency representatives, housing partners, advocates, members of the public and HAB.

Each jurisdiction will identify members to serve on the Partnership Champions using their preferred selection method (e.g. appointment, volunteer, etc.).

The city's recently appointed Housing Advisory Board (HAB) has received a presentation regarding the BCRHP. The HAB has selected two members to sit on the Housing Interest Group.
