Dear Colleagues and Hotline Followers,
At the September 26 City Council meeting, I provided a verbal update of the RTD Pass Working group progress. This post is to provide you with additional context as well as where you can obtain more information and provide us with feedback.
Boulder County has four people at the table:
David Cooke, Senior Transportation Demand Management Program Manager at CU
Scott McCarey, Multimodal Division Manager, Boulder County Transportation
John Tayer, President & CEO, Boulder Chamber / former District O RTD Board Member
Mary Dolores Young, Boulder City Council
Mission of the Working Group
The Pass Program Working Group will make recommendations to RTD-Denver staff on revisions to all RTD pass programs. The working group will seek consensus recommendations to the RTD-Denver staff. The Pass Program Working Group will:
* Revisit and refine goals for each pass program,
* Refine pricing and administration of each pass program,
* Recommend pass program policy revisions, and
* Recommend criteria for RTD to use in evaluating future proposals for new pass programs
Guiding Principles
* Cost-effectiveness
* Equitable access
* Convenience
* Increased ridership
* Meeting strategic budget plan targets
* Brand loyalty
* Revenue certainty
* Simplifying rider-operator interactions
Options – Finding Three Ideas for Testing
* Option B: One easy to load, easy to use transit card – the more value you load, the lower the price; Senior/Disabled Discount; Youth Discount; Low-Income Discount; Employers, Colleges and Organizations can load value onto the card
* Option C: Day Pass and Monthly Pass; Senior/Disabled Discount; Youth Discount; Low-Income Discount; Employer and Colleges contract with RTD to provide monthly passes or to create a system for charging the organization/institution for the rides its employees/students/constituents take
* Option E*: Improve What We Have; Senior/Disabled Discount; Youth Discount; All-In (Insurance-Type) Program for Schools, Employers, Colleges, Neighborhoods; Fee added to the All-In-Program Pass to help with costs of marketing and to add funds to a Low-Income Program
*Option E is a modified version of what we all currently refer to as the EcoPass with a youth discount and low-income program added.

This is the public outreach page for the project and you may provide feedback at the site. The feedback posted at this site will reach all four members of the Pass Working Group listed in this email. You can also find detail information on each of the above options there.
