Co-ops might be a good fit for many of the zones in which they either are prohibited or not considered

In preparing for tonight, I am looking at the city's zoning districts and use modules and where co-ops are being proposed for allowance.  I am wondering why the following zoning districts are listed as co-ops being prohibited and will raise this tonight.  Many of these areas are being re-developed and may be suitable for co-ops:

RH-6
MU-4
BMS
DT-1, 2, 3, 4
BC-1,2
BR
