Regarding the level of service (LOS) measure, the 2014 TMP commits to moving from a vehicle LOS to include person hours of delay, which will help weigh the measure to reflect the number of persons affected.


The Livable Boulder Initiative, however, makes LOS one of the controlling criteria, rather than the person hours of delay. What impact, therefore, would implementing LOS as the criteria rather than person hours of delay have on transportation and land use planning?
