I have the following questions:

Land Use Intensity Code Change

1. Are there examples of other municipalities that calculate the density (floor area or dwelling units per acre) in the manner that is proposed?

2. In the case of allowing dedicated ROW as open space, how was the 70% number arrived at?

3. Was consideration given to how these proposed changes would interact with the various plans that are underway (Comprehensive Housing Strategy, Access Management and Parking Strategy, Transportation Master Plan, etc.)?

4. Current site review criteria allow for reductions in open space and parking requirements based on qualitative aspects of particular projects. How would these interact with the proposed changes?

Valuation Code Change

1. How would this change in approach to valuation interface with the Critical Facilities and Mobile Populations ordinance?

2. The valuations of the three examples in the memo vary widely. Is this typical? Were these variations analyzed to determine what the underlying cause of these variations might be? If so, what is/are the cause(s)?

3. How many cases have we seen in which buildings do not see ordinary maintenance and upkeep that are directly attributable to the valuation method?

4. The memo states that using the market valuation as the basis for taxation would cause a need for additional review/enforcement by both the city and county. Why would that be?
