A belated follow-up to council's discussion of the Comp Plan updates and Planning Reserve process.  I mentioned a few of these at our meeting, but I'll provide the whole list here:
-- in the annexation policies, make sure that we are not inadvertently restricting the city's ability to some day annex all properties that receive out-of-city utility service
-- the new beginning to 1.25 and 1.27(d) are identical
-- 2.11 rural density transfer: while I'm sure this will stay in, I can't resist noting that the city has never, and will never, approve a density transfer into the city since that simply makes no sense
-- 2.16, although obviously not regulatory, I don't think we should state the residential uses in non-residential zones "will" be preserved or replaced; they simply may not make sense in some locations/circumstances
-- intro to section 3, natural environment: the final sentence of the second paragraph lists some environmental priorities; I don't think "pesticide use" should be listed first (or at all, for that matter), and I'm not quite sure if the list is useful since the next paragraph specifies the categories of goals, which just repeats the two main items in the list
-- 4.03, delete "when they become cost effective" from the sentence on renewables
-- 5.09, the first sentence isn't one; maybe add "and" after the comma
-- 5.11, the second sentence isn't one; not sure how to fix it since it tries to combine several concepts
-- 7.08, I agree that changes should mostly await the upcoming study on mobile homes, but I can't imagine that we would "encourage" the development of new parks
-- in the service area expansion process (p. 95), I'm still concerned about the proposed requirement for 1/6 contiguity -- even for the service area (as opposed to a specific annexation) and would like to better understand if that could preclude the type of piecemeal development of the planning reserve that we might otherwise approve
