Good afternoon colleagues,

CAC requested we send out a few more details on the mid-term check-in this week, specifically the discussion on the day 2 topics. I am sending this email on behalf of the retreat planning committee (Councilmember Folkerts, City Manager Nuria Rivera-Vandermyde, and staff).

As we have a 2-year workplan, the mid-term check-in will follow a similar format to how we have had these meetings in the past when we are not generating new workplan priorities: updates on the status of existing workplan items (day 1) and a discussion of emerging issues (day 2).

As you are aware, the workplan priority discussion on day 1 will include not only council workplan priorities, but updates from staff on departmental workplan priorities so that we get a more complete picture of the work going on in our city.

We may be a little ambitious in thinking we can get through brief updates on workplan priorities from 20+ departments in the first day and still have time for council questions, so day 2 may include a little carryover from day 1.

Day 2 will then focus on a discussion of emerging issues: topics that we want to fit into study sessions and meetings as we move through this year. The topics councilmembers have been emailing CAC about are intended to go in this section (e.g., ballot measures, economic security, childcare, housing security, police oversight ordinance changes, etc.). The goal of this emerging issues discussion is not to have substantive discussions to decide on policies, but to consider issues that may not be represented in council or staff workplan priorities right now, that we want to or see a need to have substantive discussions about in 2023.

If you would like to send topics to pre-add to the list of emerging issues we will generate on day 2, please do so by emailing our facilitator, Heather ( heather at peakfacilitation.com<mailto:heather at peakfacilitation.com>) by 12pm Thursday (2/23). Heather will compile those issues, but it is not necessary to send them in advance unless you wish to do so because we will create a comprehensive emerging issues list on 2/24 after we have heard the workplan updates from staff. Heather is noting the topics folks have already mentioned (e.g., ballot measures, economic security, childcare, housing security, police oversight ordinance changes, etc.) so you don't need to email again unless you want to do so. For example, Councilmember Yates had asked about the charter committee speaking to ballot measures so this is already noted as an emerging issue for the list (see attached, updated agenda).

Again, we may be ambitious in thinking we'll finish in 2-3 hours on Day 2, but hopefully the Day 1 discussion will help frame Day 2 and lead to a more efficient discussion.

CAC also discussed what to do if the weather is bad on Thursday and/or Friday and travel becomes dangerous. Nuria noted that Transportation staff always monitor weather conditions closely and staff will be prepared to support remote meetings if necessary. City Council Administrator Taylor Reimann has updated the agenda with this information, as well (thank you!).
