[BoulderCouncilHotline] Redline version o-8538 to replace clean version from 10/06 mtg packet Item 5.A.4.

Dear Council Members and Hotline Followers,

Related to 2023 Budget, Item 5.A.4 for 2nd reading on Oct 20:

The first attachment titled "o-8538 Annual Fees for 2023" is a redline version of the Oct 6 first reading ordinance.  The Oct 6 ordinance was correct, but for ease of reading we are attaching a redlined version and this redlined version will be included in the final packet for second reading.

The Oct 6 first reading ordinance is also attached for background and convenience.

Apologies for any confusion this may have caused.
