[BoulderCouncilHotline] Preliminary Analysis of Sales Tax Exemption for Diapers and Menstrual Products

Good Morning Council,

Attached are two slides with preliminary staff analysis of the potential revenue implications related to a possible exemption of essential hygiene products such as diapers and menstrual products. This item will be discussed durring Matters from the Mayor and Members of Council tomorrow evening.

Staff's analysis at this point has been largely based on assumptions made in the fiscal analysis of House Bill 22-1055<https://leg.colorado.gov/bills/hb22-1055>, and limited research and conversations with other municipalities within the state. If asked by council to add this topic to the work plan, staff will begin the work of providing a more in-depth analysis of potential tax implications based on Boulder's demographics, and a more robust study of cities that have adopted or are considering adopting similar exemptions.
