Dear colleagues, staff, and all community Hotline readers,

Pursuant to Boulder City Council Procedure rules, “Any person expressing an interest [in serving as mayor pro tem] shall post a Hotline message regarding his or her interest in and qualifications” for the position. Boulder Charter and Revised Code Title 2, Appendix IX(a).<https://library.municode.com/co/boulder/codes/municipal_code?nodeId=TIT2GOOR_APPENDIXCOPR_COPR_IXNOEL> In keeping with this rule, I am posting this message to express my interest in running for Boulder’s mayor pro tem. The rules also ask me to express my qualifications for this position; as I am a fan of simplicity and brevity, I will simply offer my current City Council landing page<https://bouldercolorado.gov/person/rachel-friend>, and note that having served for two years on Council, I believe I have the requisite understanding of the processes and procedures to faithfully fulfill the demands of the mayor pro tem position.

Notably, the mayor and mayor pro tem in Boulder are equal to the rest of City Council, and the work of these positions is largely administrative: to plan and run meetings efficiently and democratically. “All council members are equal; the mayor and mayor pro tem have no additional authority except as set forth in the City Charter, the City Code, or in these procedures. The mayor, or the mayor pro tem in the mayor's absence, shall serve as the chair of the council at all regular council meetings. The mayor or the mayor pro tem are responsible for conducting meetings in an orderly and democratic manner and assuring that minority opinion may be expressed and that the majority is allowed to rule.” Boulder Charter and Revised Code Title 2, Appendix I<https://library.municode.com/co/boulder/codes/municipal_code?nodeId=TIT2GOOR_APPENDIXCOPR_COPR_IPROFMAMAPRTE>. I would be honored to have the opportunity to help us ensure that our City work plan, CAC meetings, and Council meetings proceed in a smooth and inclusive fashion.

I have highest hopes that this new Council will be collaborative and collegial, and whether it be as mayor pro tem or not, I am very much looking forward to diving into the work ahead with all of you!
