[BoulderCouncilHotline] Updated COVID Dial 2.0 links and attachment

In my HOTLINE post yesterday about the proposed COVID status dial updates to a new set of thresholds, the link and attachments I provided have not worked for many readers.  This post is an attempt to correct that issue ahead of our discussion tomorrow evening.
