[BoulderCouncilHotline] Rules regarding declarations

Council receives many requests for declarations.  Over the years, council has developed a process for issuing declarations that does not comport with the council rules of procedure.  I have drafted a proposed rule revision that would codify what I think is the current practice.  I will be asking CAC to consider allowing me to present this under Matters from the City Attorney on Tuesday.  I have attached a copy.
