[BoulderCouncilHotline] Requested Amendment to DRAFT Racial Equity Plan

Dear Staff,

On packet page 81, there is a brief statement regarding the adoption of Resolution 1190 establishing Indigenous People's Day. I would like to have that paragraph amended to read as follows:

In collaboration with an eleven person Advisory Committee convened by the City of Boulder Human Relations Commission, Boulder City Council Adopts Resolution No. 1190 a resolution declaring the second Monday of October of each year to be Indigenous Peoples' Day.

The passage of this resolution was an effort that came about through the efforts of many. Nikhil did indeed bring the work of the HRC to the finish line. I would like to acknowledge that many more contributed, especially because many of the contributors to the language of the resolution are Native American.

While the following information is outside the scope of the timeline in the Racial Equity Plan, it would be appropriate to add to the IDP web page.

As source material, the following timeline was pieced together by Amy Zuckerman, chair of the HRC at the beginning of the effort, with minor edits and additions by me. It would be great if an historian could document the process in official historian manner.


DRAFT TIMELINE

  1.  Amy Zuckerman, Chair of Human Relations Commission, contacts Kirsten Wilson for introductions to key community leaders, and then meets separately with Ray, Ramirez, Kaylee Salazar and Katrina Mora, Carol Taylor, Ava Hamilton, Paula Palmer, and Jerilyn DeCoteau
  2.  Amy researches local observance of Columbus Day in City of Boulder and drafts proposal for the Human Relations Commission to fund activities, similar to what the City does for Rev. Dr. Martin Luther King, Jr. Day.
  3.  HRC Staff person and Office of Human Rights Carmen Atitlano puts the topic on the HRC Agenda. HRC votes to support the Resolution and set up a community advisory group to draft the text (Commissioners Jose Beteta and Nikhil Mankakar agree to join the advisory group).
  4.  At their December 2015 meeting, HRC agrees to suggest the topic as a "question for council."
  5.  Mayor Pro Tem Mary Young discusses it at Council's January 2016 Retreat
  6.  Carmen Atilano facilitates regular meetings of the community advisory group, which includes all mentioned above, minus Kirsten Wilson, and with the addition of Elicia Goodsoldier (Co-Chair of the Denver American Indian Commission). The advisory group drafts the text in frequent meetings (2x/mo?) over the course of spring/summer 2016
  7.  Mayor Pro Tem Young puts the topic on Council's agenda for August
  8.  The final Resolution is presented to City Council August 2, 2016 and passed unanimously, with the following speakers at the public hearing:

  2.  Funding requests formalized for the annual event during May 2017, with the first one held Oct. 7, 2017
  3.  The first Tribal Consultation in many years is held in March of 2018 to begin the work of renaming Settler's Park per Resolution 1190
  4.  Right Relationship with Native Peoples work continues...
