In connection with tomorrow’s discussion of prairie dogs, can staff please address the proposed tillage restrictions (3, 6 and 12 inches), which appear to me to be entirely arbitrary and unrelated to the actual needs of farmers? I draw your attention to the August 10 email from Eric Skokan of Black Cat Farms who makes what appears to be a compelling argument for letting farmers till the soil on the basis of the requirements to grow their crops, not the arbitrary limits contained in the proposal. What is the intent of the 3/6/12 rule, how does it promote better agricultural practices, and how does it serve the requirements of our agricultural community? Many thanks, Mark.
