[BoulderCouncilHotline] Invitation to provide input on draft Police Oversight Task Force charter

Dear Hotline Followers,

Attached to this email you will find a draft document that proposes the establishment of a Task Force to investigate the formation of a Community Oversight Board that would, if formed by the city, review complaints filed against members  of the Boulder Police Department.  The idea of a Community Oversight Board has been raised by community members in the past and most recently in communications to city council and at the community forum of March 18, 2019.

Because community oversight boards take different forms and have different powers across the cities that have adopted them, Boulder's Task Force would study different models and make recommendations about which are most appropriate for our community.  As proposed, the Task Force would have 11 members, at least half of whom would identify as a person of color, Latinx, LGBTQ,  a person with a disability or someone experiencing homelessness.  The Task Force would make recommendations to the city council by October 31 and thereafter, the city council will move forward with the establishment of a Community Oversight Board.

The council would like to adopt a charter establishing the Task Force at its meeting of April 2.  As soon as the charter is adopted, the city will begin seeking applications for members to serve on the Task Force.  The goal is to appoint the members on May 1, 2019.

In the spirit of sincere community collaboration, we want to give our community partners and members an opportunity to weigh in on the charter in advance. Please submit any suggested revisions to the draft document to City Manager Jane Brautigam at brautigamj at bouldercolorado.gov<mailto:brautigamj at bouldercolorado.gov> by noon on April 1, 2019.
