Dear Council Member Young and Hotline Subscribers,

Housing and Human Services staff will be in attendance at City Council tonight to answer any questions pertaining to the City's Food Tax Rebate Program. The following responds to your specific questions presented on Hotline.

  1.  What outreach methods are made to inform people who qualify about the rebate?
The program is listed on the city's website and promotional materials are available at the Senior Centers year round. Starting in January each year, Senior Services conducts a coordinated outreach effort including: the city website, press releases, social media posts, print and electronic publications, email blasts and application distribution to community partners (BHP, EFAA, CPWD, AAA, MHP, etc.). Staff also provides information through community presentations such as Cafecitos at San Juan del Centro. The presentations and promotional and application materials are offered in Spanish and English.

  1.  How have these methods evolved through the years?
HHS revamped its promotional practices in 2017 to increase participation. Initially, applications increased by 20% but has since leveled off.

  1.  What is the estimate of number of people who qualify and the corresponding total rebate amount if all who qualify applied?
This was last evaluated in 2015. At that time, based on information available in through the American Community Survey data, the estimated number of households (all three categories) that qualified were 9,792.  The actual number of applicants who received rebates that year was 828.  In 2015 $89,492 were distributed.  If all households who were eligible applied, the rebate distribution would have been $994,928.  As a caveat, this analysis is limited due to it lacking information about residency and disability, specified in the ordinance.
