Dear Joel,

On packet page 566 are three tables outlining three cash flow estimates. I have the following questions regarding these tables.

1. What is the significance of the column titled “Net Present Value at 3%”?

2. What are the assumptions behind the column titled “Payback period for General Fund”? Specifically, does said payback period include interest? Why or why not?

3. Assuming that the column “In current dollars” is revenue, what revenues are included into this revenue assumption?

4. Does the revenue assumption in 3 above account for operating expenses? If no, please account for and adjust numbers.

5. Previous presentations on this matter pointed out that initial outlays from the general fund would be necessary to bridge the time between construction and revenue generation of the project. Where does this outlay of funds in duration and dollars show up in these tables? If not illustrated in current tables, please illustrate, in detail, what the general fund outlays look like and for how long they are expended.

For project staff:
6. From packet page 568, “Given the dedication of UHGID mill levy and parking revenues from the project site to the COP repayment, it will be necessary to modify current UHGID expenditures or current levels of service in the district if the project moves forward. UHGID currently funds two full-time maintenance employees, trash and snow removal, repair and replacement of streetscape amenities and sponsorship of district marketing efforts.”

Would staff please be prepared, on Tuesday evening, to provide example scenarios of expenditures and/or current levels of service adjustments the district might experience?
