[BoulderCouncilHotline] Housing Advisory Board activities

Good afternoon,

In response to a request made at Council's Agenda Committee meeting this morning staff has prepared this summary of the Housing Advisory Board's (HAB) activities to date and current planned work items.

There have been 15 HAB meetings, in which the board addressed work items in the following categories:

Council work plan items

*        Accessory Dwelling Unit update - public hearing and formal recommendation to council

*        Feedback on charter amendment to add two voting members to HAB

*        Overview of Alpine-Balsam project

*        Overview of manufactured housing strategy

*        Overview of community benefit project

*        Middle income down payment program scoping

HAB business items

*        Approving bylaws

*        Establishing meeting dates, procedures and logistics

*        Establishing board communications, committees and other working agreements

*        Electing chair and vice-chair

*        Discussion of HAB priorities, goals and work plan

Orientation/education items

*        Board and Commission orientation

*        Community engagement and Public Participation Working Group

*        City housing programs

*        Inclusionary housing program

*        Regional housing strategy

*        Affordable housing finance

*        Community investment program

*        Housing tour

*        Home ownership program and homeownership committee check-in

*        Middle income strategy

HAB-initiated items

*        Affordable housing resident concerns including rent increases

*        Ponderosa mobile home park update

*        Community engagement - invitation to present housing issues and solutions

*        Facilitated board retreat to discuss board processes, goals and priorities

*        Human Relations Commission check-in

For the remainder of 2018 the HAB plans four meetings with the following agenda items:

*        Exploration of senior housing issues with the Area Agency on Aging

*        Consideration of possible work item recommendations based on concerns of affordable housing residents

*        Overview of subcommunity planning project

*        Developing an affordable housing goal recommendation for council

*        Orientation to fair housing issues in policy development

*        Determining the board's 2019 priorities and preparing the board's annual letter to council

*        Developing a plan for 2019 community engagement on housing issues

Work items identified for 2019 include:

*        Input to the manufactured housing strategy

*        Input to the middle income down payment program

*        Input to the Alpine-Balsam project

*        Community engagement activities focused on testing ideas for developing common ground on housing policy questions
