Dear Staff and Colleagues,

On packet page 244, staff describes the allowance of residential uses on the ground floor with Use Review approval. Staff goes on to say that while this option would create more flexibility, there are currently no specific criteria under what circumstances it would be most appropriate to permit residential uses on the ground floor.

Would staff please come prepared to discuss how on-site affordable housing could be used as a criterion? Could it be used as a way to vary the percentage of non-residential uses on the ground floor? For example, could the nonresidential use percentage requirement be set at 75%, but lower (to say 50%) with on-site affordable housing?

The stated goal of preserving ground floor retail space is to create/maintain 15 minute neighborhoods. At previous meetings regarding changes to zones that disallow residential on the ground floor, I have expressed concern that, without addressing affordable housing made available to workers, 15 minute neighborhoods are not truly possible. These ideas are an attempt to address this concern.
