[BoulderCouncilHotline] ADU reference materials

Fellow Council Members and HOTLINE followers,

I have been reading papers, websites, and state and municipal government reports regarding how ADU policies work in other places as well as primary academic research on ADU's in other cities in North America.  I will be quoting from several of these as well as using their results to inform my contribution to our discussions on June 7 and beyond.  I wanted to share these references in case other Council Members and members of the public wanted to read the entire articles.

Along with others, I have worked to develop cost and investment return models for owners of ADUs under various construction cost and rental rate scenarios.  I have worked with others to assess which resources for median Boulder rental rates seem most accurate when compared to advertised apartment rental rates available on resources such as Zillow.  www.rentcafe.com<http://www.rentcafe.com> seems to have median rate information that most closely matches what can be found on public resources on available market rentals.  A source that I had quoted earlier, www.rentjungle.com<http://www.rentjungle.com> seems to report median rates that are a bit too high based on questionable methodologies, as reported here: http://cityobservatory.org/journalists-should-be-wary-of-median-rent-reports/ .  Interestingly, the difference between one- and two-bedroom apartment rental rates seems fairly consistent across many sources.
