WE ARE A LONG WAY FROM “VISION ZERO,” BUT BETTER DATA WILL HELP

First implemented in Sweden and successfully implemented across Europe, it has come to the United States and is gaining support rapidly. Vision Zero has been adopted as a goal by Denver and is a priority objective for the Metro Mayors Caucus Public Safety Committee. It’s no small task as a glance on the thumbnail map above suggests. 40,000 people a year are killed in traffic accidents and thousands more suffer serious injuries that change their lives. But the foundation of Vision Zero is that all traffic deaths are preventable, and those who design our transportation systems and policy makers at all levels share some of the responsibility for making all travel safe. Understanding the problem calls for a thorough analysis of the data, to understand where and how traffic accidents resulting in injury or death happen. We know that data is out there but it is not always easy to find. This map enables you to look at every crash at a given location to better understand whether there are policy or design flaws allowing unnecessary accidents to happen. This map is not perfect but it suggests a way to get a better handle on a problem everyone would like to resolve. Maps like this, making up-to-date crash data available to everyone should be created for all of Colorado to help make traffic engineers, policy makers, and drivers more aware and to engage them in building solutions.

For example, the birth rate is continuing to fall in the U.S., so significantly that Kimberly Clark announced they are closing 10 plants where they make Huggies disposable diapers. That’s bad news if one of those plants is in your jurisdiction, but the demographic trends are bad news no matter where you are. That’s because the downturn in births is out of balance with the expansion of the over 65 population. The National Institute on Retirement Security (NIRS) estimates that over half of the millennial generation will live to 89 years old and beyond. Yet a majority, 66%, are not saving for retirement, or if they are, it is not nearly enough. Shafroth likens it to an upside-down pyramid, where a greater generation of retirees will be expected to assume fiscal and financial support of the smaller generation of millennials. Right now, though two-thirds of millennials are employed by businesses offering a retirement plan, just over one-third participate. It will largely fall to state and local government that will bear the cost to care for them. We could see poverty rates for senior citizens like those during the Great Depression. Local government will also see a decline in property values affecting cities, counties, and school districts. All this is taking place at a time when federal actions including debt and deficit spending driving interest rates up, and new tax law capping mortgage deductions, result in the 4% nationwide drop in housing prices predicted by Moody’s for this summer. All of this is likely to be reflected in state and local tax revenues, leaving state and local elected officials with the kind of tough decisions that Congress and the President seem to be unable to agree on.
