Subject: Questions on Violet-Upland annexation amendments

With regard to the annexation amendments to 2180 Violet, 2100 Violet, 2145 Upland, and 1917 Upland, I have a couple questions before tomorrow night's meeting:

1) As  Habitat owns its property at 2180 Violet, can its application for the increase in density and annexation amendments be separate from the other properties? Last week at CAC, staff said this was so but I'd like confirmation of that.

Yes, the proposed density increase (via the proposed ordinance) and other proposed amendments to the annexation agreement for 2180/2100 Violet could be drafted to apply only to the Habitat for Humanity project at 2180 Violet. (That said, any increase in density cannot exceed the 14 dwelling units per acre allowed by the Medium Density BVCP land use designation).

2)  Appendix B shows a chart for maximum allowed lot coverage and potential home size with FAR restrictions, given assumed lot sizes, for the 2100 Violet (block 2) with lots 1-6 and for 2145 Upland (block 3) with lots 1-3.
A) what would the house sizes and lot coverage be with compatible development regulations?

The compatible development standards are comprised of the following restrictions on development:

1.           Building Coverage
2.           Side Yard Bulk Plane
3.           Side Yard Wall Articulation
4.           Floor Area Ratio

Attachment B in the memo contains the estimated building coverage and floor area for each lot. As described in the memo, It is difficult to determine specifically how side yard bulk plane and side yard wall articulation would affect the design of the individual single-family homes proposed without doing specific design studies and sketch-up models for each lot.

B) could council have the same information (max lot coverage, house size with FAR restrictions, house sizes with compatible development restriction) on 1975 Upland (58,xxx sq ft) if it was developed as 3 lots (RE) zoning?

Staff is assuming that this question is referring to 1917 Upland. This property is split zoned and a portion of the property is located north of the right of way for Vine Avenue. Preliminarily, it appears that 5 lots could be created. See information in the table below regarding the possible building coverage and floor area.
