Dear Council,

City of Boulder staff and Mayor Jones, as the City of Boulder's representative on the State Highway 7 Coalition, have been closely coordinating with Boulder County as they've been developing the State Highway 7 Planning and Environmental Linkages (PEL) Study (75th Street - US 287).  Attached to this email (and included below) is a draft Letter of Support from the City of Boulder to Boulder County for this Study.

As the City of Boulder's representative on the US 36 Mayors & Commissioners Coalition and State Highway 7 Coalition, and on behalf of the City of Boulder, I am pleased to offer this letter of support for Boulder County's State Highway 7 (SH7) Planning and Environmental Linkages (PEL) Study.



The SH7 PEL is an integral planning element of the regional SH7 vision to connect Boulder with neighboring communities to the east, and is consistent with the US 36 Mayors & Commissioners Coalition policy statement supporting RTD's Northwest Area Mobility Study (NAMS) arterial Bus Rapid Transit (BRT) corridors. It is also consistent with collaborative multi-agency partnerships with cities, counties, CDOT, and RTD working together to leverage resources to achieve multimodal corridors, using US36 as the role model.



The SH7 PEL identifies future transportation improvements that will enhance safety and meet the growing demand for mobility within and through the corridor for all modes of transportation. It includes intersection improvements to address traffic congestion and to serve existing and future high-frequency transit service, and adds a commuter bikeway. Importantly, the SH7 PEL connects with and supports the City of Boulder's East Arapahoe Transportation Plan, which includes a vision for multimodal safety, access and mobility improvements west of 75th Street. The SH7 PEL recommendations to improve intersections between 75th Street and US 287, add bus/managed lanes, and develop a separated multiuse path are consistent with the city's desire to provide safe quality travel options for corridor commuters between Boulder and neighboring communities to the east. More broadly, PEL recommendations reflect the city's sustainability goals to connect people and places regionally using all modes of travel in support of the Boulder Valley Comprehensive Plan, as well as the city's Transportation Master Plan and Climate Commitment goals.



The City of Boulder looks forward to continuing to work with Boulder County and the SH7 Coalition to advance the implementation of the SH7 PEL, as well as the East Arapahoe Transportation Plan, and broader NAMS corridor improvements.
