Thank you for today's Information Packet memo containing the advisory committee's recommendations for the capital tax renewal ballot measure. To assist Council in preparing for its July 25 study session on the matter, I would appreciate it if the city staff could provide the following additional information:
1. Allocation: It's a bit unclear which projects are city projects and which are proposed by community groups. Therefore, it would be helpful if Council could receive lists of the committee's recommendations under each the five-year and seven-year tax scenarios, separating the city projects from the community group projects. Please include the recommended dollar amounts next to each project, so that we can understand what proportion consists of community projects under each scenario.
2. City Projects: With respect to each city project, please provide the following information: (a) the amount of incremental annual operating expenses, if any, that would be incurred by the city if the capital project was undertaken; and (b) whether the relevant city board or commission (if there is one) has endorsed the project.
3. Community Projects: With respect to each community group project, please provide the following information: (a) Whether the community group is willing to condition receipt of taxpayer funds on raising matching private funds (i.e., one-for-one, like the Museum of Boulder under the prior 2A tax, or on some other basis); (b) for those organizations that are willing to condition receipt of taxpayer funds on matching private funds, how much of the private funds have been raised or committed to date, if any; and, (c) to the extent that a project involves constructing or expanding real estate facilities, whether the underlying real estate rights--owned or leased-- have been secured.
I note that the memo indicates that some of this information may be gathered soon. But I wanted to provide an early indication of my request, so that city staff would have adequate time to collect it in advance of our July 25 study session.
