MAYORS VOW TO CONTINUE TO REDUCE GREENHOUSE GAS EMISSIONS

IW kicked off with Tom Donahue, CEO of U.S. Chamber of Commerce (USCoC), DOT Secretary Elaine Chao, ASCE’s President Norma Jean Mattai, mayors Michael Hancock and Eric Garcetti, plus a number of leading CEOs, and labor leaders. The D.C. agenda was packed and well attended.

On the heels of IW the President’s budget proposal was released, which at $200B over ten years, fell short of the $1 trillion promised on the campaign trail. So, we wonder, did IW make a difference? Skancke commented on the differences in perspective between those talking infrastructure inside the beltway and  the rest of America. He noted that that the D.C. transportation and infrastructure supporters spent the week in a room where, “the same old faces, espousing the same rhetoric, about the same problems, telling all the familiar faces about jobs, the economy, jobs, crumbling bridges, jobs, and jobs.” His conclusion — the inside the beltway conversation fails to connect with the average voter at a time where public opinion is  favorable to infrastructure investment. Over the last several years, more than half a trillion dollars in new revenues have been approved all over the country. These referenda have suceeded because local leaders talked directly to voters — helping them understand how their lives and their communities benefit from investment, and telling them exactly what the revenues will produce. Skancke ends his article by advising fellow transportation boosters to stop talking with one another and start talking to the public - after all it is the public's infrastructure.









UTAH LEAPFROGS COLORADO IN SOLAR

Despite an impressive 70% increase in solar capacity, in 2016 Colorado fell out of the top 10 ranking of states. Utah, one of Colorado's major economic competitors, jumped to 6th while Colorado slipped one slot to 11th. How did solar compare for industry share? Solar represented 39% of all new capacity installed in 2016, natural gas was 29% and wind 26%. In Colorado, COSEIA reports that the cost of solar has declined 64% in the past five years and solar now provides just under 2% of the state's electricity.
