Young 2018 Retreat Priorities

Housing

  1.  revisit linkage fees (high priority and immediate)

  2.  mobile home lot rent stabilization (high priority and immediate)

  3.  Spruce & Broadway parking lot redevelop as modular units in process similar to Pollard site and redirect budget for art in parking garages toward Spruce & Broadway as housing redevelopment (medium priority, 2019)

  4.  mobile home ordinance on rent increase transparency, history and projection (ASAP)

  5.  Airport land for housing use analysis (long term as part of Airport Master Plan)

Planning

  1.  systematic development of sub-community plans (high priority)

  2.  include East bookend part of central Boulder sub-community

  3.  extend height moratorium and release as sub-community plans complete this opens up staff capacity and creates incentive for prompt completion of plans (high priority)

  4.  address rapid rate of small home demolition in NoBo sub-community (immediate)

Business

1. small local business stabilization (e.g. Institute of Local Self-Reliance policy suggestions) could be part of Citywide Business Sustainability strategy and/or sub-community planning (high priority)

Transportation

1. community wide EcoPass (priority pending outcome of RTD Pass Program Working Group)

Arts (#1 high priority, #2-4 medium)

  1.  sustainable arts funding source

  2.  sign code (issues with public art and murals), could be considered as part of site review criteria/enhanced community benefit or as part of Citywide Business Sustainability Strategy (issues with businesses wanting murals on existing wall and increasing trend of ground floor as office use)

  3.  water quality regulations (issues with chalk art), could be addressed as part of Comprehensive Flood and Stormwater Utility Master Plan update

  4.  home businesses (issues with home studios), could be addressed as part of Citywide Business Sustainability Strategy

Other

  1.  campaign finance (high priority & immediate)

  2.  revisit 2Q (tee up for 2018 ballot)

  3.  rename several city parks for sister cities to enhance community awareness about Sister City projects (would be nice)

Open to full council discussion on re-prioritizing first six months of 2018 workplan.
