A question came up this morning about the process for selecting board and commission members.  The rules for selecting board and commission members are in section IX of the council rules of procedure which can be found at https://www.municode.com/library/co/boulder/codes/municipal_code?nodeId=TIT2GOOR_APPENDIXCOPR.

The process is the same as that for electing the mayor and mayor pro tem.  The following is a summary.


1.        The clerk flips a coin to determine whether the order of the vote is alphabetical or reverse-alphabetical.   The order alternates for all elections through the night.

2.       Nominations are opened.  No second is required.

3.       After nominations close, there is a vote.  Members vote by raising hands.

4.       If any candidate gets five votes, he or she is appointed.

5.       If no candidate gets five votes, the lowest vote getter is dropped and there is a revote.  The number of candidates is never reduced to one.

6.       Once it gets to two, the revote is with just two.

7.       After a revote with just two, if neither gets five votes, the candidate with a majority is selected.

8.       If no candidate gets a majority, the meeting is adjourned for not more than twenty-four hours.
