In preparation for next Tuesday's study session on homelessness, you might read the reports of the annual Point in Time homelessness surveys conducted each January in Denver metro area cities, including Boulder.  Since 1983, Point in Time surveys have been undertaken nationwide in major metropolitan areas under guidelines set by the Department of Housing and Urban Development.  The surveys are conducted on a specified night each year in January.  The survey for the Denver metro area changed somewhat between 2015 and 2016; thus, it's important to look at the last two years' reports to get a complete picture.


Below are links to reports of the 2015 and 2016 Point in Time surveys for the Denver metro area, containing breakouts for Boulder County.  As you might expect, the Point and Time surveys cannot possibly enumerate each and every homeless person.  Some experts believe that the true homeless population is anywhere between 1.5 to 3 times the number counted in the survey.  Nonetheless, the averages and trends the surveys capture are useful tools.
