I am attaching a revised version of the memorandum for the occupancy ordinance.  The revised memorandum includes the following additional paragraph:

Council members recognized the concerns expressed by many of the people who spoke at the September 15 meeting.  Council rules require that five council members must agree to assign a significant amount of work to city staff.  At the October 20 meeting, council members agreed to ask staff to bring forward an ordinance proposing changes to the Cooperative Housing code provisions to make group living more accessible.
