If you require people to carry their recyclables and compostables and trash from the fourth floor down to the separate containers in the parking lot, it won’t achieve much diversion. Building codes must require separate disposal methods that can be employed
 on each floor of the apartments, so people aren’t having to make separate trips to the cans on the first floor.
