Some comments/questions on Chautauqua lease (Attachment A) Item 5C (moved to Matters from Mayor and Members):

On page 84: 
Why are maintenance, cleaning etc. of the public restrooms below the Dining Hall separated out as responsibility of the City?
The statement previous to the statement "With respect to the Dining Hall and public restrooms, the City shall assume all costs of regular and reasonable cleaning and maintenance . . . " is confusing. Is it proposed that the City be responsible for the Dining Hall AND the restrooms or just the restrooms?

On page 86:
The statement beginning in the previous page that says that "The leasehold area be managed according to the sustainability goals . . . " Why was reference to the collaborative framework not made?

Same statement as above includes "while allowing the Association to remain financially viable without city subsidy." Would this preclude a city subsidy should it make sense at some point?

Through the years, admission to events has increasingly become more expensive and, therefore, exclusive. Could we consider that in addition to or as part of the 15 live performances some percentage (or additional) number of performances have lower cost?

On page 87:
Included in the list of principles is: "During peak periods, the parking needs of users in the historic core should be prioritized, but not exclusive." I don't understand exactly whose needs this would address. Open space users? Dining Hall users? Concert attendees?

Please change "plan should support public transit" to "include access improvement through public transit"

Please change "alternative modes of transportation" to "non single occupancy vehicles"

On page 90:
"or no" is stricken from low or no cost rentals. Are we eliminating no cost rentals?

General questions:
How is private cottage owner sub-lease amount determined?
What was the reasoning behind the elimination of affordable leases to students/professors during off-season?
