Comments/questions on 1st reading of Mobile Home Park Ordinance 8043:
1. Please address comments on ordinance made by Jerry Allen in attachment to email dated April 17.
2. Subsection a states that purchaser or lender will be bound by park rules, what would prevent rules from either being unreasonable or subsequently changed?
3. What is the reasoning behind applying construction codes in place at the time of mobile home construction (subsection b)?
4. What is the reasoning behind Subsection e in giving the park owner the initial opportunity to determine the salability of the mobile home?
5. The definition of "resident" leaves no place for a renter of a mobile home, where would their rights come into play? Would it make sense to include a definition of "mobile home renter"?
6. Who would conduct the quasi-judicial hearings mentioned in the Enforcement section?
7. Why is the civil penalty capped at $2,000?
