For context in consideration of the suggested motion by Tim and Sam, I want Council to have the following in mind.


First, the Charter gives all Boards and Commissions the right to place matters before the Council at anytime. The Charter language that supports this is as follows:


"The commissions shall have the right to the floor of the council to speak on plans and expenditures proposed or to appeal for a decision in a failure to agree with another commission or the manager.” Charter §130 [last paragraph].. 


Second, the Planning Board Rules going back at least to the 1980’s have put the Planning Board Chair in charge of setting the Planning Board agenda.



This existing rule empowers the PB broadly to work on issues that are within its jurisdiction.

Joint City Council/Planning Board Study Session on Planning Issues and the BVCP with regard to the appropriateness and timing of Planning Board providing input to City Council, Sam Weaver and I would like the council to consider the following motion—



Suggested Motion Language:




That the Planning Board be encouraged to submit to the City Council their input and advice regarding concerns with planning issues in the community, the role of the Planning Board and possible changes or tools that may be helpful to resolving or
 addressing these concerns. In pursuit of such advice, the Planning Board may choose to hold meetings and/or public hearings on the topics, as well as create subcommittees to explore these areas. The advice need not come only in the annual letter to council,
 but may be brought forward at any time of the year.
