Dear Tom, David and Kathy:


If we adopt an ordinance that contains another—though changed—deadline for conversions of MMJ businesses to RMJ businesses, it will set us up for a reconsideration in March of the deadline and whether we should have any deadline for conversions
 at all. In order to avoid having this issue come back for further consideration, I would appreciate it if staff would prepare for Council’s consideration tomorrow an alternate Ordinance 8020 that simply removes a deadline for conversion entirely.


The right to be grandfathered at such time as an MMJ business decides to convert from MMJ to RMJ is valuable, as changes to our regulations since 2010 may make it impossible for a new licensee to do business in that same location as the MMJ business.
 I do not think anyone in the community or on Council is asking that existing businesses be extinguished, nor that they face the Hobson’s choice of conversion, mainly, do it by our deadline, or lose the right to do it at all.
