City Council members:


This matter was discussed briefly at CAC this morning. The consensus was that I raise the issue on Hotline to see what interest there is in either scheduling this for discussion on September 2, or in dealing with it administratively right away.



The State's "Don't be a lab rat teen pot campaign" is, according to the Camera, going to be erected on City land at 13th and Arapahoe today, and will be at that location until September 15. See http://www.dailycamera.com/news/boulder/ci_26398145/dont-be-lab-rat-teen-pot-campaign-coming


BVSD has rejected this campaign, and will not play host to the rat cage. I believe the City should do likewise, and withdraw permission for the State to put a rat cage and the associated messaging on City property.


There are two ways of proceeding:


1) Add this issue under Matters on the September 2, 2014 Council meeting. The downside of considering it under Matters is that a) the rat cage will already have been here for a week or more at
 the time of the meeting, and b) the September 2 meeting is likely to be very long without adding this item to the agenda.


2) Give staff the opportunity to assess Council sentiment on the issue without a meeting, so that the City Manager can take the steps necessary to keep the rat cage from being erected or to take
 it down, if it is already erected.


Please communicate your position on these two issues directly to the City Manager and City Clerk, so that it can either be placed on the September 2nd agenda under Matters, or dealt with administratively in advance of that meeting. Do not communicate to
 other Council members on the subject in order to avoid a serial meeting.
