George Karakehian and I have been meeting with affected residential and business interests on the Hill, Downtown and East Pearl to try to find a way of addressing the issues under discussion in the proposed regulations that are coming back for discussion
on Tuesday, October 22. While we are sure that not everyone can be satisfied, it seems that a compromise might produce something like the following that could be expressed as an overlay zone for the Hill Commercial district:
1. Eliminate the new category
of Neighborhood Pub or Bistro. That would eliminate two lines from the Use Module: those that relate to a Neighborhood Pub or Bistro.
2. Allow Restaurants on
the Hill as defined in the proposed regulation (Food sales = 50% of total sales) to have Hotel & Restaurant licenses on the Hill without a use review, provided they close at 11 PM, and unless some other aspect of the operation would trigger
a use review, such as size, or patio or rooftop service. Such restaurants would, on short notice, be permitted to get special permits up to six per year for events after 11 PM. The provisions of this paragraph would apply only on the Hill, and not to other
areas of the City.
3. Expand the beverage licenses
available within 500 ft. of the University so that applicants could get a beer & wine license or a Hotel/Restaurant license.
We are obviously not asking for a Hotline discussion of these ideas, but we wanted to get these ideas widely distributed so that they can be examined by planning staff and counsel in preparation for the meeting next Tuesday.
