One minor suggestion for Section II, part 4 - The first sentence reads as follows: "Public hearings  are held to seek input on a particular ordinance."  While this sentence is accurate it is not complete, since we also hold public hearings on a wide variety of policy decisions.  I suggest that we expand the sentence by adding the phrase " or policy decision" at the end of the sentence.
