Dear Mayor Osborne and Members of the City Council:

Please accept my apologies regarding the back and forth regarding the "on again" "off again" discussions about whether the ballot measures should go on the consent calendar or as a public hearing item for the final reading of the energy ballot measures.

Staff has decided that it is in the best interests of a fair hearing of the municipalization measure to place the two ordinances as a public hearing item.  A number of members of the community and at least one councilmember have approached staff and expressed concerns related to the rate parity language in the ballot measure.

The concerns expressed are not about the substance of what the council discussed last week, but rather the clarity of the language used to convey the ideas.  It seems best to have the Council look at the matter one more time and decide if it would like to make any further modifications.

Additional materials will be placed in the staff memorandum that will go out to the council on Thursday.
