Staff:  Regarding  Item 5C -Matters related to the creation of a municipal light and power utility.  Can you please survey the nearby local electrical municipal utilities (Ft. Collins, Longmont, Colorado Springs, etc ) and let us know if they have a Utility Board that governs their municipal light and power.  If they do can you ask the size of the board, who appoints, terms and do they have representation of their various customer bases (residential, commercial and industrial).
