I regret that a long-planned family event will prevent me from joining you at this evening's study session. But, allow me to share below my thoughts on the three topics that you will discuss with city staff this evening:</div>

<b>Hill Update: </b>I appreciate the work done by city staff and the Hill Revitalization Working Group to bring to council and the community recommendations for law and practice changes that will improve quality of life on the Hill. I support these recommendations,
and I look forward to adopting the proposed noise abatement law changes in the coming weeks.</div>

<b>Police Master Plan:</b> It is good to see the Police Master Plan moving to final stages after nearly two years of work by city staff and input from the community. After valuable community input in the last engagement window in late summer, the master plan
should be ready for final drafting and submission to council by the end of the year. Our Police Chief and Police Department should be commended for listening to the values expressed by the community and using this input to adjust policing in Boulder, with
many policy and practice changes already put in place. </div>

<b>Street Light Acquisition:</b> The city staff's recommendation that the city purchase from Xcel the remaining streetlights which the city does not own is sensible. In addition to accelerating the conversion to energy-saving LED lights, with the corresponding
environmental and human benefits of cooler lights, the investment will yield a financial return which will save taxpayer money in the long term. We should take advantage of this opportunity as quickly as practicable. I support using the Community, Culture,
Resilience & Safety Tax as the source of funding for the streetlight acquisition. This was one of the proposed uses of the tax proceeds when the tax was submitted to the voters last year, and is exactly the kind of infrastructure investments that I believe
the voters expected when they overwhelmingly approved the tax renewal. </div>
