<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">On May 3rd, the Boulder County Board of Commissioners will consider a proposal to allocate County American Rescue Plan Act (ARPA) funds to launch a regional affordable housing program. The purpose of the initiative is to centralize compliance
and homeownership program services through the Boulder County Regional Housing Partnership (BCRHP).<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Currently, there are several municipalities within the Regional Partnership that do not have dedicated resources or program infrastructure for homeownership programs and/or compliance programs to manage and oversee future affordable housing.
Boulder County Housing Authority (BCHA), City of Longmont, and the City of Boulder manage the majority of compliance for homes in which they have developed or funded. However, as other municipalities continue to grow their affordable housing programs and implement
inclusionary housing, there will be a need to maintain high-quality, specialized expertise in compliance. The initiative proposes a regionalized approach, administered by City of Boulder staff in the Department of Housing and Human Services.

<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">If the Boulder County Board of Commissioners decide to allocate Boulder County ARPA funds for startup resources to create a regional approach to affordable housing compliance countywide, there will be an impact resulting in the expansion
of the City’s program. In future years, it is anticipated that local jurisdictions will pay for receiving these services according to an Intergovernmental Agreement (IGA) that will be developed in the coming months. Initial discussions on a regional approach
have already occurred with the cities of Louisville, Lafayette, and Erie. If the Boulder County Commissioners decide to move forward with this proposal, then the Regional Affordable Housing Program (RAHP) will begin drafting an IGA for Council consideration
in the next two months. <o:p></o:p></p>
