Attached are revised Attachments A and B that reflect changes made to the proposed Policy Statement in response to the committee’s recommendations. Please refer to these revised attachments rather than to the attachments originally included in your <a href="https://bouldercolorado.gov/city-council-agendas-and-materials?_ga=2.248778628.2049100101.1631027309-1180860133.1598295032"> packet</a>.<o:p></o:p> <o:p> </o:p> The following is a summary of the committee’s recommendations:<o:p></o:p> <o:p> </o:p> <ul style="margin-top:0in" type="disc"> <li class="MsoNormal" style="mso-list:l0 level1 lfo1">State and Federal Policy Priorities – The committee reviewed the proposed state and federal policy priorities, agreed with them and recommended the following additions: <o:p></o:p></li><ul style="margin-top:0in" type="circle"> <li class="MsoNormal" style="mso-list:l0 level2 lfo1">State & Federal - Clarify that the proposed priorities are limited to state and federal policies, not regional<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Energy Codes - Clarify that the position on building energy codes links to the city’s interest in promoting beneficial electrification.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Clean Air - Add a new state priority focused on restoring clean air to Colorado<o:p></o:p></li></ul> </ul> <o:p> </o:p> <ul style="margin-top:0in" type="disc"> <li class="MsoNormal" style="mso-list:l0 level1 lfo1">Policy Statement Positions – The committee reviewed the proposed changes to the Policy Statement positions, agreed with most of them and recommended the following changes:<o:p></o:p></li><ul style="margin-top:0in" type="circle"> <li class="MsoNormal" style="mso-list:l0 level2 lfo1">Beneficial Electrification – Revise language to clarify that some of the state technologies (i.e., electric-driven heat pumps) are not necessarily powered by renewables. In that regard, staff was asked to consider replacing the multiple references to renewable heating and cooling (RH&C).<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Oil and Gas  - Support staff’s recommendation (made after the memo was sent to council) to strike the specific references to issues that have or soon will be addressed by the Colorado Oil and Gas Conservation Commission through rulemaking and the addition of language focusing on decreasing GHG emissions from the oil and gas sector by 60 percent by 2030 compared to 2005 levels.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Community Resilience –<o:p></o:p></li><ul style="margin-top:0in" type="square"> <li class="MsoNormal" style="mso-list:l0 level3 lfo1">Transmission Assets - Re-insert language that was proposed to be struck in support of regulation and oversight of electric transmission assets.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level3 lfo1">Air Quality – Revise language on air quality to clarify that the need to identify protections and relief from air pollution threats applies to the entire community, especially those most vulnerable to climate change<o:p></o:p></li></ul> <li class="MsoNormal" style="mso-list:l0 level2 lfo1">Funding for Human Service Programs – Minor revisions to language.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Institutional and Systemic Racism – Minor revisions to language<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Mental/Behavioral Health – Minor revisions to language<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Local Control – Clarification that there are some positions that council may see as highly contentious that will require additional direction by the Intergovernmental Affairs Committee or the full City Council.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Collective Bargaining – Clarify that opposition to threats to local control on collective bargaining is a potential, but not automatic, thus clarifying (as stated immediately above) the need to check with the Intergovernmental Affairs Committee or full city council before taking positions on such matters.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Clean Air – Create a new position indicating support for restoring clean air to Colorado<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">COVID Pandemic Support – Re-insert position that was proposed to be struck, along with minor revisions to wording.<o:p></o:p></li><li class="MsoNormal" style="mso-list:l0 level2 lfo1">Northwest Rail Line – Elevate mention of support for Front Range Passenger Rail Line as a means towards building the NWRL.
