Publication of the subject rule (13-1-7.A(22)) in the Daily Camera "Legal Notices" section has been confirmed for Friday, February 25, 2022.

Comments regarding this rule will be accepted thru the 15-day comment period and will end on March 12, 2022.

If no comments are received during the comment period, the rule will be effective on March 13, 2022.  If comments are received, they will be compiled and submitted to the City Manager for her review.

Subject: Repeal of rule concerning online petitioning


Mayor, Mayor Pro Tem, Council Members and Hotline followers:

The following is to share our intention to repeal the existing City Manager Rule limiting online petitions to either paper or online. There has been much conversation since the city first implemented its first online petitioning system, Boulder Direct Democracy Online (BDDO). An update on this system was provided to council on Jan. 18, 2022 outlining some of the additional enhancements staff is continuing to explore. Through upgrades to the BDDO system that have now been completed, we are better positioned to now integrate and cross check paper ballots against online signatures.

As such, we believe we can accept both forms of signatures - paper and online - in ways that will continue to maintain security and public confidence in our electoral system while also ensuring we reduce any barriers our community may have in letting their voices be heard.

We appreciate the many suggestions community has given us on the topic as well as the many hours staff has spent in looking for additional ways to ensure our system is able to meet community expectations, and we will continue making improvements to our petitioning process into the future. A public notice of the repeal of the original rule will be forthcoming.
