I am sending my questions regarding tomorrow's study session in advance to help expedite our session (see below).

Councilmembers: I am posting to Hotline in case you, like me, find it beneficial to see/hear each other's questions.

City Manager Rivera-Vandermyde and Staff: I am not anticipating responses prior to our study session.

Racial Equity Overview

  *   Is the intended use of the Racial Equity Instrument solely to guide decisions around community engagement? If so, when might equity instruments and tools be available to guide more general decisions (e.g., legislative decisions)?
  *   Aside from taking mandatory trainings and workshops, how can councilmembers contribute to the Racial Equity Plan Goals?
  *   Are there equity-focused affinity groups for city staff and/or Board and Commission members (e.g., a BIPOC group)?

Snow and Ice Update

  *   Approximately what percentage of code enforcement for sidewalk snow removal is complaint-based?
  *   Is there sufficient staffing for enforcement of snow removal violations?
  *   What factors are taken into consideration when designating secondary conditional residential routes for snow removal?

Safe Streets Report Update

  *   The number of total crashes is trending down while the number of severe crashes has remained constant. This likely results in an increase in the proportion of crashes that are severe. If so, do we have information to help us understand why severe crashes are bucking the overall downward trend?
  *   Left turn crashes were identified as a significant cause of severe crashes in the 2019 report. Left turn crashes went down due to engineering changes since 2015-2017. Will the 2022 report include changes made and related outcomes for some of the other causes of severe crashes identified in the 2019 report (e.g., walking, bicycling)?
